Lindane profile

Lindane is known to be a persistent organic pesticide that accumulates in the body fat of living organisms. As all other persistent organic substances lindane can migrate over long distances and thus is found throughout the global environment including human tissues. Lindane has been banned in many countries, India and Romania remain the only producers of this toxic chemical. In many countries where lindane is still in use it faces pressure for phase out and substitution.

IPEN public organizations regard lindane as a candidate to be listed in Anexes under Stockholm Convention. The proposed questionnaire will facilitate NGOs to collect information concerning lindane production and use. IPEN Pesticide Working Group will summarise country specific information and prepare a report for POPs Review Committee for taking a decision for listing lindane in Anexes under the Convention.

 

1. Does your country use Lindane?

2. If no, is there an intention to start using it in agriculture or health sector?

3. If yes, then what are its registered usage in your country? For instances in agriculture (which crops?) /health programmes (as ecto-parasite in lice control, malaria  programme).

4. Which agency or agencies regulate the use of Lindane? (Ministry of Public Health (or related agencies), Ministry of Environment (or related agencies), Ministry of agriculture (or related agencies), etc.)

5. How much Lindane is used, preferably give break up of use in different sectors-agriculture/health? Are Lindane shampoos and soaps available over the counter or by a doctors prescription only?

6. Is Lindane (formulation) imported in your country? If yes, from where? (Since technical grade Lindane is only manufactured in India and Romania, countries will either have to import technical grade or formulated lindane products.)

7. Are there lindane formulators in your country? If yes, please give names and addresses of the company? What is their size of operation for lindane formulation?

8. Please give names of products in your country which contain Lindane (trade names).

9. Are you, other NGOs, your national authorities, farmers, agricultural workers and consumers aware of toxicity of Lindane and its effects on human health, wildlife and the environment?

10. Do you have any case studies carried out in your country which prove the toxicity of lindane or evidence of lindane's health effects? Which organisation (national, international, public, commercial) has conducted this research? Was it made public? If yes, was there any feedback?

11.Is there any anti-lindane campaign or anti-pesticide campaign (including pro-organic food/farming) in your country? Are there any initiatives in your country aimed to substitute lindane with an environmentally sound alternative?

12. What kind of information material do you need to promote awareness about harmful effects of lindane and promotion of safer non-chemical alternatives/substitutes (Booklets, brochures, PSA, posters, medical data, etc.)? Do you have IPEN's Lindane briefing paper?

13. Will your country support the need to include lindane in the list new POPs chemicals for elimination under the Stockholm Convention? What is your opinion based on (personal estimation, estimation of your NGO, interview with national, regional or local authorities?)
